A shelter without screening will let homeless people stay in a dangerous place, and also hurt the relationship between homeless people and the general public. Without screening, data shows that the shelter is 10x more dangerous than other places, although 90%+ homeless people are good.
Even with screening, the homeless shelter may still be 5x more dangerous than other places. So it is recommended to avoid building a shelter in residential areas to avoid breaking the relationship between homeless people and the general public.
